The functions of the specialized technical committees of the African union

THE SPECIALIZED TECHNICAL COMMITTEES

Establishment and Composition

The Specialized Technical Committees is established by Article 14 of the Constitutive Act of the African Union.  The Specialized Technical Committees shall be composed of Ministers or senior officials responsible for sectors falling within their respective areas of competence. It is responsible to the Executive Council.

The Technical Committees

The Committee on Rural Economy and Agricultural Matters;

The Committee on Monetary and Financial Affairs;

The Committee on Trade, Customs and Immigration Matters:

The Committee on Industry, Science and Technology, Energy, Natural Resources and Environment;

The Committee on Transport, Communications and Tourism;

The Committee on Health, Labour and Social Affairs;

The Committee on Education, Culture and Human Resources.

Note: The Assembly shall, whenever it deems appropriate, restructure the existing Committees or establish other Committees.

FUNCTIONS

Preparation of Projects

It is the function of the Specialized Technical Committee to prepare projects and programmes of the Union and submit to the Executive Council.

Supervision

It ensures the supervision, follows up and the evaluation of the implementation of decisions taken by the organs of the Union.

Co-ordination and harmonization

Another function of the Specialized Technical Committee that, it ensures the coordination and harmonization of projects and programmes that the Union undertakes.

Submission of Reports

It submits to the Executive Council, reports and recommendations on the implementation of the provision of African Union Act.

Other Assigned Functions

The Specialized Technical committee may also carry out any other functions assigned to it for the purpose of ensuring the implementation of the provisions of the Act.

Subject to Directives

Subject to any directives given by the Executive Council each Committee shall meet as often as necessary and shall prepare its rules of procedure and submit them to the Executive Council for approval.
