Known simply as City Monstar (as in morning star) as his craft name, Lukeman Raji was born on 10 July 1986 to a Ghanaian-born Nigerian father called Ibrahim Raji and a Ghanaian mother called Sidikatu Salami. He comes from Ho in the Volta Region of Ghana.

He attended Kpando Senior High School between 2000 and 2003. In 2006, he started producing his own bits. Those were the days when Dance Hall music was in vogue.

From around 2015, he started toying with Afro-house music, under the label City Monster, as in Morning Star. He has, over the years tried to infuse other elements into Afro-House to get a blend of his own but still remained within the genre. The main type of music that has influenced him is hip-hop. He grew up listening to 50 Cent, Lloyd Banks Nelly, and a little bit of DMX Cisco. His music is a blend of almost all of the genres he loved when he was growing up.

City Monstar currently has 18 songs that are yet to be released. He is poised to storm Africa and the world with his music and bring joy to the hearts of his listeners.
